- Improve the juror, court patron, litigant, and court partner experience through additional services and court access.
- Enhance general court operations and facilities to ensure they are more convenient for patrons and partner agencies.
- Improve legal resources available to self-represented litigants and court patrons.
- Provide opportunities that increase and enhance legal representation on Guam.
- Use data to make more informed decisions about resource allocation, the need for court services, and improvement of operations.

education, and communication.

- Increase court communication with the public and with employees .
- Increase court transparency and accountability by using performance measures and
statistical data to demonstrate timely and just resolution of cases. - Educate the community and media on court operations, functions, and processes.

Using existing technology and technological innovations are essential to improving court
operations and court performance.

- Support and sustain court improvements through technological infrastructure updates
and ensure the infrastructure and facilities can support the improvements. - Improve the Judiciary website to make it more user-friendly and accessible for all court
patrons. - Enhance the case management system to expand electronic filing and ensure public
access to electronic court files. - Leverage technology, including artificial intelligence, to streamline operations and
broaden access to justice.

Qualified judicial officers and staff are essential for a high functioning court to ensure the
administration of justice through consistent and efficient operation.
